One chain, five chokepoints — and at each one, somebody sets the terms. This dossier is about who controls the physical base layer of the AI age. On April 16, 2026, the Philippines signed a declaration to take a seat at that table. This is the briefing on what that signature means.

THE DECODE

What Pax Silica actually is: a US-led declaration to secure every layer of the AI supply chain — announced December 11, 2025, signed December 12, in Washington.

On December 12, 2025, in Washington, D.C., nine governments signed a declaration with an old Roman habit in its name and a new material in its crosshairs. Pax Silica is the State Department's flagship effort on artificial intelligence and supply-chain security, architected by Jacob Helberg, the Under Secretary of State for Economic Affairs.[DOS·1]

The name is a deliberate echo. Pax Romana was the order enforced by Roman roads and legions; Pax Britannica rode the Royal Navy and the gold standard; Pax Americana was built on the dollar, carrier groups, and Bretton Woods. Each named an age in which one power wrote the rules of the system. Pax Silica names the material at stake this time — not territory, not currency, but silicon itself, and everything it takes to make it.[ATL·1]

The pact's self-description is careful: a "positive-sum" partnership formed to reduce "coercive dependencies". Helberg puts it sharper — Pax Silica stands for the rejection of "weaponized dependency."[DOS·2]

And this is not a chip pact wearing a grand costume. Read the declaration as a data object and the priorities surface on their own: the phrase "artificial intelligence" appears seven times. The word "semiconductors" appears once. The document covers "strategic stacks of the global technology supply chain, including, but not limited to" critical minerals, energy inputs, refining and processing, advanced manufacturing, semiconductors, compute and AI infrastructure, data centers, fiber-optic connectivity, and logistics.[DOS·1]

The chip is one layer of the stack. The stack is the prize.

THE STACK

WHY NOW

For three decades the world optimized for efficiency and called it peace. The 2020s turned the resulting concentration into a weapon — and Beijing fired first, in the language of the periodic table.

Just-in-time was a doctrine: hold nothing, route everything, buy where it's cheapest. It delivered three decades of falling prices — and quietly concentrated the technology supply chain in East Asia, one optimization at a time. The concentration was the invoice nobody read.

Then the 2020s arrived: a pandemic that snapped the lines, a war in Europe that weaponized gas, and a superpower rivalry that turned every container into a bargaining chip. Efficiency stopped being the point. Control became the point.

China already sat at the narrowest part of the funnel — refining roughly 90% of the world's rare earths and more than 70% of processing for the most strategically important minerals. When Pax Silica launched, the retaliation was immediate and mineralogical: export controls on gallium, germanium, antimony, and graphite, and an expanded Unreliable Entity List reaching US-linked companies inside the coalition's supply chains. THE MINERAL STORY — ONE TRILLION DOLLARS, STILL IN THE GROUND

Start underground. The Philippines is the fifth most mineralized country on Earth, holding an estimated $1 trillion in untapped copper, gold, nickel, zinc, and silver. It is the world's second-largest nickel producer and — since Indonesia's 2020 raw-ore export ban — the world's largest exporter of nickel ore.[MB·1]

And yet, as of 2024: only about 5% of reserves explored, only about 3% under mining contracts. The Tampakan copper deposit in South Cotabato remains one of the planet's great undeveloped ore bodies. High-purity silica sand and quartz — the literal silica in Pax Silica — are expected to see rising extraction in Zambales and Tarlac, the very provinces around the node.

Here is the wound the pact promises to close: today, roughly 80% of Philippine ore ships to China for refining and processing. The ore leaves cheap; the value comes back expensive.
